HMRC - THE TAXATION OF UK INVESTMENT & PENSION FRAUD VICTIMS


The Investment Fraud Committee will continue the work initiated by the former Investment Fraud APPG, which held an inquiry in November 2023 into the taxation of investment and pension fraud victims. The campaign will include writing to the Treasury, initiating debates and petitions, and producing a white paper that leads calls for reform. We aim to highlight the challenges faced by victims through media engagement and discussions in Parliament, advocating for necessary reforms based on thorough research and expert insights.

LAW ENFORCEMENT & REGULATORS' RESPONSE TO INVESTMENT FRAUD

Together with partners, the Committee intends to conduct a comprehensive review of law enforcement and regulatory responses to investment fraud. This initiative will benchmark best practices from other countries and aim to make actionable recommendations. We plan to hold events in Parliament to gather insights from stakeholders, victims, and key witnesses, culminating in the launch of our findings and recommendations.

PENSION FRAUD - SECTOR FOCUS

We intend to conduct inquiries into investment fraud in professional sports and into historic pension fraud. The inquiries will prioritise historical victims. We will examine issues such as financial advisor misconduct in football, including in relation to film schemes. Our findings will be compiled into reports, highlighting key issues, the impact on victims, and recommendations for reform to better protect and safeguard future generations.

FRAUD IN SPORTS


The Investment Fraud in Sport Committee is a pioneering cross-party initiative that brings together MPs, former and current athletes, legal and financial experts, and law enforcement to tackle the growing issue of financial exploitation in professional sport.

Athletes generate enormous value for the UK—contributing billions to the economy, inspiring communities, and strengthening our global sporting reputation. Yet many are left dangerously exposed to financial abuse. From mis-sold investment schemes and fraudulent advice to punitive tax treatment, athletes have become high-value targets with shockingly little protection.

This committee was formed to change that.




In recent years there has been a significant spike in cases of investment & pension fraud across the United Kingdom but little focus on the plight of victims.


The Committee will focus on many issues important to investment fraud victims. Initially we will focus on the tax treatment of investment fraud victims and campaigning on behalf of victims..


MP’s and peers will be invited from across the political spectrum, in a demonstration of the willingness of Parliamentarians to work on a cross-party basis to improve outcomes for investment fraud victims.

The system does not appear at present to be operating fairly
towards victims of crime. Careful steps to safeguard victims have been taken in
other countries, but not in the UK. With clear evidence of direct harm being
caused to victims, there is a compelling case for a thorough, independent
review.
